I would think that it would either be boiled as tea (which is already done inthe world today, it's not half bad) or used like snuff. Most likely, I'd say snuff.

I'm not sure, but assuming it does I could see it being popular with certain crowds. Maybe catnip hookah bars would replace opium dens.

now we begin phase 2 *pulls out fire hose and washes away giant pile of catnip*, now we wait for hte withdrawal to kick in then we begin phase 3
then of course phase 4, profit

That sounds reasonable. Though, an idea I have is that it would more be a sex drug especially for felines. I mean, it creates a Euphoric sense for us, but to humans its a sedative. True, how far that will translate human -> furry is vague, but to me, I'd say that it would knock out my potential lover leaving me to have all the uninhibited physical and sensual fun I'd like with little to no protest from the drooling fool the catnip has left.
On a more frightening note, it could possibly be used as some sort of predator sex drug, to take advantage of us unknowing felines. Are there other plants that have such effects on other animals?
